Many questions remain about who is going to step forward and provide the new equipment to keep Burlington Telecom in business. City officials remain confident that the state-of-the-art system has so much potential value that investors will overlook the fact that it hasn't been able to pay its bills so far. One of those bills is the $17 million borrowed illegally from city taxpayers. Both Kiss and Keogh believe that debt will eventually be paid back once BT gets back on its feet.
